Regional Controller, Atlantic - Fredericton, NB

Purpose and General Description

The Regional Controller is a member of the Nature Conservancy of Canada (NCC) Atlantic Senior Management Team (SMT).  They are responsible for the effective administration of all financial and accounting functions for the Atlantic Region.  This includes general accounting and bookkeeping functions, preparation of monthly, quarterly and annual financial statements, budgets and variances, and all reports required by donors and conservation funding partners, groups and individuals.  The Regional Controller will be the regional liaison with the Senior Manager, Regional Finance at the National Office of NCC with respect to financial information and reporting. 

Duties and Responsibilities

1. Ensure accurate financial records, activities, control and reporting

  • Supervise coding and donor allocations of expense and revenues for entry into the financial systems, namely the Raisers Edge and the Financial Edges systems
  • Review project and program expenses to ensure compliance with donor wishes and all funding agreements
  • Ensure accurate and timely tracking and reporting of all project and program-related information for major funding bodies, including NAWCA, government programs, foundations, conservation partners and major donors, providing this information to the appropriate person in the development department or Program Directors in good time to meet all funder-directed reporting deadlines
  • Perform/supervise fund accounting to ensure expenditures and revenues are correctly allocated to projects and programs, including Deferred Accounts
  • Review, coordinate and approve all time and billing entries for accuracy, consistency and compliance with source funding
  • Review all Visa reconciliations from Atlantic staff members, and report any discrepancies to the Regional VP or designate
  • Supervise and assist as needed with data entry and all other information necessary for month-end and year-end closing
  • Ensure the accurate and timely production of regular financial statements for the Operating and other Funds, monitoring, analyzing and reviewing results and reporting on variances
  • Prepare financial statements and reports for the regional board quarterly meetings and national management, as needed or as instructed by the Regional VP and Senior Manager, Regional Finance
  • Ensure accuracy of financial statements and reports for regional program and project managers to include transactions for all Funds
  • Provide custom reports when applicable to assist senior staff and program managers
  • Assist with the preparation of audit working papers for program and project audits
  • Together with program and development staff, perform forensic review of all projects and programs upon completion to ensure future adequacy of funding and control of expenses
  • Ensure the appropriate draw down of funds from deferred accounts
  • Work closely with heads of programs, such and Director, Major Gifts and Development and Program Directors, to ensure regular exchange of information, such that the financial components of initiatives and matters are accurate and up to date
  • Alert the RVP to any financial irregularities or strategic and technical matters that may or do impinge on the financial standings of the region, including, among others, Accounts Payable, unforeseen expenses, budgets variances, stranded funds, and work to identify solutions to remedy the issue

2. Coordination, preparation and monitoring of budgets

  • Assist management and department heads with the coordinated preparation of annual, program and project budgets, providing advice regarding the financial aspects of proposals, and the identification or revenue sources for expenses associated with projects and other activities
  • Take the lead in the development of the annual regional budget and participate in business planning to ensure there is alignment and consistency
  • Participate in budget training for Program Directors and Mangers when required
  • Ensure the proper presentation of budgets to internal and external audiences as directed by the Regional VP and Senior Manager, Regional Finance
  • Work with Program Directors, and Director of Major Gifts & Development, to correctly identify potential funding sources for potential contracts and contractors
  • Review all funding proposal budgets before submission, and create donor reports which comply with donor requirements

3. Other

  • Identify opportunities for business improvement and transformation, and, serve as a member of the NCC Atlantic SMT, an advisory and decision making body that addresses matters with significant implications to the region
  • As a senior officer with the Atlantic Region serve as a role model that builds upon and strengthens the team approach and demonstrates the values of NCC
  • Review all agreements, financial commitments and contracts to be issued by the region before finalization
  • In cooperation with national finance staff, manage the endowment funds and allocations
  • Provide financial, accounting and budget training and support to senior staff and sub-regional Program Managers
  • In addition to responding to day to day requests for financial information, participate in regularly scheduled meetings as required with RVP, and all Program Directors and Managers
  • Be the lead in the preparation of the T3010 (Charities Information Return) for NCC PEI Inc. Supervise and direct the work of the Finance Coordinator
  • Other duties assigned by the Regional Vice President or Senior Manager, Regional Finance

Required Skills and Attributes

  • Possesses or is working towards an accounting designation (level 4 CGA/CMA) with intermediate bookkeeping knowledge, or a minimum of three years of experience in all accounting areas including AP, AR, Land Purchases, Fund Accounting, Project Accounting, and Financial Statement Analysis
  • Knowledgeable with Generally Accepted Accounting Principles
  • Able to work independently and as part of a team
  • Excellent mathematical skills and numerical accuracy
  • Able to reconcile accounts on the balance sheet monthly
  • Familiarity with Blackbaud Financial Edge accounting software would be a definite asset
  • Demonstrated ability to manage multiple and changing priorities and work to deadlines
  • Ability to excel in a service-oriented work environment
  • Knowledgeable with Canada Revenue Agency charitable regulations
  • Ability to maintain confidential or sensitive information
  • Proven ability to supervise auxiliary staff
  • Ability to work within a flexible schedule, including occasional weekends and evenings
